Kelli L. Seybolt

Deputy Under Secretary for International Affairs at U.S. Air Force

Kelli L. Seybolt, a member of the Senior Executive Service, is the Deputy Under Secretary of the Air Force, International Affairs, Arlington, Virginia. She provides oversight and guidance for international policy and programs supporting national security objectives through politico-military affairs; security assistance programs; technology and information disclosure; education and training and cooperative research and development. She oversees more than 470 cooperative agreements valued at over $56 billion, over 380 military exchange personnel across three programs and more than 2,800 foreign military sales cases valued at over $162 billion.

Ms. Seybolt is a 25 plus year member of the Federal Civil Service with broad experience in public, interagency and international affairs. She began her federal career as a Presidential Management Intern at the U.S. Department of State.

Prior to her current assignment, Ms. Seybolt was the Director of International Affairs and Foreign Policy Advisor for the U.S. Coast Guard. In this position, she was the Coast Guard Senior Leadership’s key policy advisor on the complete range of agency activities related to international affairs and engagement. Additionally, she was responsible for developing, coordinating and implementing agency strategy, policy and programs relating to Coast Guard international activities. She also established agency-wide goals and objectives for Coast Guard international activities and engages international partners directly to advance these in support of National Strategy.
