Douglas Glandon

At 3ie, Douglas provides technical input and quality assurance to impact evaluations, systematic reviews, evidence gap maps, and replication studies, and supports members in strengthening organizational research capacity and evidence-informed decision-making.

Douglas has over twelve years of experience in health systems governance and financing, strategic and operational planning, organizational development, and theory-driven evaluation in low-and middle-income countries (L&MICs). In prior roles, Douglas served as an advisor to the Fiji Ministry of Health and Medical Services for strategic planning, monitoring and evaluation, research, and learning. He also served as the resource tracking strategy lead for USAID's flagship project, Health Systems 20/20, where he oversaw the collection, analysis, and policy translation of health expenditure data to guide national health financing reform in L&MICs. Douglas has led and supported technical assistance and research in Benin, Botswana, Cote d'Ivoire, Democratic Republic of the Congo, Ethiopia, Fiji, Haiti, India, Kenya, Liberia, Nicaragua, Papua New Guinea, Rwanda, Senegal, Tanzania, United States, Vietnam and Zambia.

Douglas has a PhD in Health Systems from the Johns Hopkins Bloomberg School of Public Health, a Master’s in Public Health from the Tufts University School of Medicine, and a Bachelor of Arts in International Relations and Community Health from Tufts University.
