Randall Hughes

Director, Safeguards & Security at Idaho National Laboratory

Mr. Randall Hughes became the director of INL Safeguards and Security in May 2018. He has over three decades of experience in the security realm and leads a team of over 500 people while overseeing an annual budget in excess of $125 million. Safeguards and Security are responsible for programs that protect INL facilities, people, government property, and associated security interests, including special nuclear material, spent nuclear fuel, radioactive waste, classified and unclassified materials, security training, emergency communications, and the protective force. Mr. Hughes was the Senior Counterintelligence Officer at INL from 2010 to 2018.

Before joining INL, he served as a special agent in the Naval Criminal Investigative Service (NCIS). He retired from NCIS after 21 years of distinguished service in numerous worldwide locations, including duty stations in the Middle East, Europe, and Asia-Pacific regions.

In 1997, senior NCIS leadership selected Mr. Hughes to establish the NCIS office in Dubai, United Arab Emirates, where he managed security support to the U.S. Navy at one of its busiest ports in the world. The U.S. Department of Defense recognized the NCIS Office in Dubai as the model for the creation of Force Protection Detachments, a program established to support U.S. military units deployed worldwide, which continues today.

Throughout his NCIS career, Mr. Hughes provided timely investigative support to a number of critical national security issues, including the terrorist attacks at Khobar Towers in Saudi Arabia, the attack on the USS Cole in Yemen, and the hijacking of Indian Airlines Flight 814. He was the Personal Security Adviser to the Commander of U.S. Naval Forces Europe and oversaw all aspects of his personal security during the heightened threat period surrounding Sept. 11, 2001. He later served as a Special Assistant to the Commander of U.S. Pacific Command for law enforcement, security and counterterrorism matters.

Mr. Hughes was chosen to represent NCIS and the U.S. Navy at the U.S. Intelligence Community’s premier intelligence training institution. He is a graduate of the U.S. State Department’s Foreign Service Institute program (Arabic and Middle Eastern Studies) and is conversant in French. He is the recipient of the NCIS Career Counterintelligence Award and several superior performances and unit commendations from the Department of Energy, Department of State, Department of Defense, and Central Intelligence Agency.
