VP, Program Management, Global Services at Boeing

Syd Blocher is Vice President of Program Management, Boeing Global Services. In this role, Blocher leads an organization focused on defining, developing and implementing fit-for-purpose program management, business operations and project management processes, tools and training for all facets of Global Services business. Additionally, he is responsible for the creation and deployment of the Global Services-tailored Agile Enterprise as well as the oversight and creation of functional Global Services product management capabilities.

Prior to this role, Blocher served as Vice President of Business Aviation, General Aviation & OEM Services, Boeing Global Services, where he had functional responsibility for sales & marketing, business development, channel management, e-Commerce and program execution to establish Boeing as a market leader in this sector.

Blocher also served as Senior Director of Market Development for Boeing Global Services Strategy. In this role, he was responsible for the development of strategic alternatives and options to enable market based global growth objectives. These included both organic and inorganic investment alternatives, optimizing return on investment and ensuring speed to market. Previously he was Vice President of Global Sales and Marketing for Australia and Southeast Asia for Boeing Defense, Space & Security (BDS). Based in Canberra, Australia, he served as the senior defense strategy, sales and marketing executive in the region and was responsible for developing new growth opportunities for BDS products and services.

Before moving to Australia, Blocher was the director of Strategic Business Development for the Boeing Network and Space Systems business unit of Boeing Defense, Space & Security. He was responsible for strategy development, merger and acquisitions, investments, market strategies and competitive assessments.

Previously, Blocher was director of Strategic Development for BDS in Washington, D.C. In this capacity he led key areas of strategic analysis, strategy formulation and BDS-wide merger and acquisition activities. He previously served in a variety of business development leadership capacities for both BDS customer-facing initiatives in Washington, D.C., as well as overall leadership for Boeing’s Air Force Space Programs.

Prior to joining Boeing, Blocher served as director of Programs and Operations Support for the C4ISR Policy and Technology Assessment Office within the Department of Defense (DOD) from 2000 to 2002, where he was responsible for all programmatic execution and technology exploration initiatives.

Blocher began his career in 1990 as a research scientist with the U.S. Air Force Research Laboratory at Kirtland Air Force Base, where he held a number of positions of increasing responsibility, eventually becoming branch chief for all electromagnetic effects and analysis activities.

Blocher holds a Master of Science in electrical engineering and a Bachelor of Science in physics, both from the University of New Mexico. In addition, he holds an acquisition certification from the Defense Acquisition University; is a graduate of the Advanced Executive Program at The Kellogg School of Management at Northwestern University; and was a recipient the Air Force Meritorious Civilian Service Award.
