Fred Royal is a seasoned civil engineering professional with extensive experience in municipal engineering and project management. Currently serving as the Manager of the Engineering Field Office and Civil Manager for the City of Winston-Salem since May 2024, Fred has held key roles in various organizations, including Principal at Royal Water Resources since November 2004, Stormwater Services and Streets Division Manager for the City of Wilmington, NC from March 2019 to June 2024, and Project Engineer for the Wilmington Urban Area Metropolitan Planning Organization. Fred’s background includes significant leadership positions as the Director of Environmental Resources Division for Chatham County, NC, and Town Engineer for the Town of Pittsboro, NC. Additionally, Fred contributed as Water Resources Group Manager at Carter and Burgess and Stormwater Management Engineer for the Town of Chapel Hill, NC. Fred Royal holds a Master of Project Management in Civil Engineering from Northwestern University and a Bachelor's degree in Civil Engineering from Texas A&M University-Kingsville, along with an Associate of Applied Science in Marine Technology from Cape Fear Community College.
