Lilian Volcan is a distinguished professional with extensive experience in gender, innovation, and technology transfer, currently serving as a Member of the European Commission DG R&I Community of Practice for the smart use of IP since December 2021. Since February 2014, Lilian has held the position of Senior Gender & Innovation Research Associate at Lady Margaret Hall, University of Oxford, focusing on the impact of intellectual property and innovation on social change. As a Founder Member of the EQUALS Initiative Research Group and Focal Point for the EQUALS Leadership Coalition with UN Women, Lilian actively engages in research and advocacy to address gender tech inequalities and promote women’s leadership in the digital economy. Previous roles include serving as an Expert in Technology Transfer at the European Patent Office, Senior Economist at the United Nations, and various capacities at the Food and Agricultural Organization. Lilian holds a PhD in Political Economy, a Master’s in Diplomacy and International Relations, and a degree in Agricultural Engineering.
