Chief Information Officer at FEMA
Ms. Lytwaive Hutchinson is the Chief Information Officer for the Federal Emergency Management Agency. Prior to joining FEMA, Ms. Hutchinson served as the Vice Director, Joint Service Provider (JSP), Defense Information Systems Agency (DISA) where she developed, maintained, and facilitated the implementation of a sound and integrated IT infrastructure across the Pentagon supported customers. Ms. Hutchinson oversaw an annual IT budget of over $500 million, managed enterprise-wide IT programs and initiatives, and was the executive authority on the proper utilization of IT capabilities, resources, and systems. She provided policy, direction, standards, enforcement, and oversight for all Pentagon enterprise Common Information Technology (CIT) activities. Ms. Hutchinson ensured that enterprise CIT concepts, architectures, implementations, and services were consistent with Federal guidance, DoD directives, strategic goals, and department-wide programs. Ms. Hutchinson entered Federal Government service in June 2002 and was appointed into Senior Executive Service on December 2010. Beyond her career with the Federal Government, Ms. Hutchison proudly served her country for 21 years on active duty with the United States Army. Ms. Hutchison’s military decorations include the Legion of Merit and the Meritorious Service Medal for exceptionally meritorious conduct in the performance of outstanding services and achievements. Ms. Hutchinson holds a Master of Science degree in Quality Systems Management and a Bachelor of Science degree in Computer Science. She is also a graduate of the Federal Executive Institute, Harvard Business School for Executive Education, APEX, Vanguard, and Leadership at the Peak.
