Mr. Joan Serra is a Regulatory Affairs Manager for GAMA based in the Brussels office. Having joined GAMA in March 2022, he is responsible for coordinating the association’s activities related to regulatory requirements and policies in Europe governing the design, certification, operation, training and maintenance of general aviation aircraft. This primarily involves working with the European Union Aviation Safety Agency (EASA), and the UK Civil Aviation Authority (CAA), to support the development of new and revised regulations. He also provides support and service to GAMA’s members based in Europe or with specific interests in European aviation regulation and policy and international coordination.

Before working for GAMA, Joan spent several years within the airline industry, where he managed regulatory affairs and flight standards. He held several positions at Evelop Airlines, both in Spain and the Dominican Republic, where he most recently served as project lead for the obtainment of an Air Operator Certificate for a Part 121 Caribbean-based carrier.

Joan’s professional background also includes a graduate traineeship at the International Cooperation Department of the European Aviation Safety Agency (EASA), and an internship at the International Civil Aviation Organization (ICAO) in Montreal.

Joan holds a MS of Air Transport Management from the French National Civil Aviation School (ENAC), a MSc. of Economic Policy and Public Economy, a Bachelor of Laws, and a Bachelor of Business Administration. He is actively pursuing a Private Pilot’s License (PPL).

Before joining GAMA, Alex Burkett served as Staff Director and Special Advisor on Aviation Safety for the U.S. House Aviation Subcommittee. In that capacity, he advised the House Transportation and Infrastructure Committee chairman as well as the Aviation Subcommittee chairman on innumerable issues involving aviation policy. He was the principal author of the House version of legislation that prevented airline bankruptcies as a result of the COVID-19 pandemic by providing grants for their labor costs, as well as safety legislation responding to two major air carrier accidents. He also was involved in enactment of the 2010 aviation safety legislation responding to an earlier air carrier accident, and ultimately oversaw the FAA’s implementation of all the mandates under that legislation.

On an almost daily basis, he conducted oversight of the Federal Aviation Administration’s aviation safety regulation, air traffic control modernization, and preparations to accommodate new entrants in the aviation system. In partnership with general aviation and other concerned stakeholders, he orchestrated, on behalf of the T&I Committee’s Democratic leader, a successful effort to defeat a proposal to privatize the nation’s air traffic control system from 2015-18.

He joined the Aviation Subcommittee staff as Counsel in 2010 and served in various capacities including Chief Counsel for the Transportation and Infrastructure Committee. He also worked as an attorney at the National Transportation Safety Board, advising aviation safety investigators and NTSB members on legal issues related to accident investigations, including those of numerous general aviation aircraft as well as several air carrier accidents.

On top of this experience, he worked in regulatory compliance at United Airlines, advising stakeholders across the airline on numerous safety and consumer-protection matters governed under FAA and Department of Transportation regulations.

Alex is a private pilot who started flying as a fifth grader in the mountains of Northwest Georgia.

He received his bachelor’s degree cum laude from Vanderbilt University and his law degree magna cum laude from the Florida State University College of Law.

David Dunning serves as GAMA’s Director of Global Innovation & Policy. In this role, David manages GAMA’s strategic activities to foster the development and entry-into-service of innovations in technologies, products and services, which encompasses the work of GAMA’s Electric Propulsion and Innovation Committee (EPIC) and advanced air mobility (AAM) portfolio.

David began his aviation career in the United States Air Force and has held progressive roles in military, civil, and government aviation. Prior to joining GAMA, David served as Advanced Air Mobility Program Manager at the Federal Aviation Administration where he led strategic planning efforts to integrate AAM into the U.S. national airspace system. David’s civil aviation experience includes leading aircraft fleet and maintenance operations for multiple air medical charter operators, as well as, owning and operating a FAA Part 145 certificated aircraft repair station. David earned his Bachelor of Science in Aviation Technical Management from Embry Riddle Aeronautical University and holds FAA Inspector Authorization, FAA Airframe and Powerplant (A&P) licenses, and FCC General Radiotelephone Operator license.

Joe Sambiase serves as GAMA’s Director of Maintenance and Airworthiness. He joined GAMA in 2010 as Manager of Airworthiness and Maintenance and was later promoted to his current role. He is responsible for GAMA’s activities related to regulatory requirements governing the airworthiness, production, and maintenance of general aviation airplanes. He also serves as the GAMA contact for the Airworthiness, Maintenance, and Policy Committee and the Completions and Modifications Subcommittee, and is also involved in the development of International Civil Aviation Standards at the International Civil Aviation Organization (ICAO).

Joe brings almost 20 years of technical experience in aviation, specifically regulatory compliance issues. Prior to joining GAMA, he was employed by Compass Airlines, where he participated in the company’s Part 121 air carrier certification process. He was later appointed to a lead position for new aircraft deliveries, where he worked directly with the manufacturers. Joe has also held positions with US Airways, Independence Air, and Jet Aircraft Maintenance.

Joe received his Bachelor of Science degree from Embry-Riddle Aeronautical University and his airframe and power plant (A&P) license from the Pittsburgh Institute of Aeronautics.

In April 2005, Peter (Pete) Bunce became President and CEO of [GAMA](/org/gama), which has North American headquarters in Washington, D.C. and European/Middle East headquarters in Brussels, Belgium. He and the [GAMA](/org/gama) staff travel worldwide engaging regulators, policymakers, and elected officials to promote general aviation and advance the interests of [GAMA](/org/gama)’s global membership of more than 100 airframe, avionics, engine, and component manufacturers, as well as the world’s leading business aviation maintenance, repair, and overall companies. 

Pete retired from the United States Air Force in March 2005, with his last assignment as the Director of the Air Force Congressional Budget and Appropriations Liaison. During his 26-year Air Force career, Pete flew F-15s and A-10s, while commanding several large operational fighter units.

A Wisconsin native, Pete learned to fly as a teenager in the skies over southern Wisconsin. He entered the Air Force in 1979 as an honor graduate of the United States Air Force Academy. He received his master’s degree in International Affairs from [Troy University](/org/troy-university) in 1988 and was an International Affairs Fellow at [Harvard University](/org/harvard) in 1996-97. 

Pete is an active pilot with more than 7,000 hours in military fighter and training aircraft as well as civil piston, turboprop, and business jet aircraft. He holds an FAA airline transport certificate and seaplane rating, and serves on the board of directors of the Recreational Aviation Foundation, Veterans Airlift Command, the U.S. Air Force Academy Falcon Foundation, America’s Warrior Partnership, and the Air Care Alliance. Pete is also a member of both the FAA’s NextGen Advisory Committee, MITRE Corporation’s Aviation Advisory Committee and the NASA Advisory Council Aeronautics Committee.

In May 2015, Pete organized the Arsenal of Democracy World War II Victory Flyover the U.S. Capitol Mall. More than 50 warbirds flew down Independence Avenue, commemorating the 70th anniversary of the Allies Victory in Europe.

Pete was named the 2007 Aviation Industry Leader of the Year by the Living Legends of Aviation. In December 2009, he was awarded the ICAS Sword of Excellence, the air show industry’s premier annual award. In January 2010, he was inducted as one of the 70 Living Legends of Aviation. Pete and his wife Patty reside in Arlington, Virginia, and have six children.

Paul H. Feldman is currently the VP of Government Affairs at [GAMA](/org/gama). Prior to this, they served as the Director of Transportation Practice at [APCO Worldwide](/org/apco-worldwide) from January 2006 to December 2008. From January 1995 to December 1997, Feldman was the Special Assistant to the Deputy Administrator/Administrator at the FAA. Paul then went on to be the Regional Director to Europe, Middle East and Africa for the FAA from January 2002 to December 2006. Feldman also has experience working in the House of Representatives, serving as the Minority Staff Director for the House Aviation Subcommittee from January 1998 to December 1999 and as a Legislative Assistant/Legislative Director/Chief of Staff for the US House of Representatives from January 1987 to December 1994.

Paul H. Feldman completed their Masters in Political Science at [Duke University](/org/duke-university) and their BA in Economics and Political Science at the University of Wisconsin-Madison.

Paul H. Feldman

Henry Brooks is president, Power & Controls, at Collins Aerospace. In this role, he is responsible for delivering integrated solutions for customers across four key segments, including aircraft environmental control systems, electrical power systems, engine controls and industrial businesses.

Prior to this role, Henry led Customer & Account Management at Collins Aerospace. In this role, he was responsible for supporting the development and implementation of Collins Aerospace enterprise-wide customer initiatives. He also facilitated internal and external collaboration among customers, Collins Aerospace employees and the aerospace industry.

Henry started in the industry as an engineer and in his 30-year career has held numerous leadership positions in engineering, operations, program and general management. He served as president, Interiors, Actuation & Propeller Systems at UTC Aerospace Systems (UTAS). Prior to this, he held a variety of leadership positions across the UTC family of businesses, including at UTAS, Keystone Engineering, Milton Roy and Sullair Corporation.

As his corporate career has grown, so has his commitment to advocating for a more inclusive engineering community. Henry is a lifetime member of the [National Society of Black Engineers](/org/national-society-of-black-engineers) and is a sought after advisor to the organization. He also sits on the Board of Directors for the General Aviation Manufacturers Association (GAMA).

Henry holds an MBA from [Northeastern University](/org/northeastern-university) and a Bachelor of Science in engineering from the [Milwaukee School of Engineering](/org/milwaukee-school-of-engineering).

Jeff Trang is the current Director at [GAMA](/org/gama). Jeff has over 20 years of experience in the aviation industry. 

Jeff started their career in 1998 as the Director of Maintenance at ACM Aviation. In 2006, they became the Chief of Aircraft Maintenance at Marvell, and in 2008 they became the Field Service Supervisor at XOJET. Jeff has been with [GAMA](/org/gama) since 2012.

Jeff Trang has a bachelor's degree in aviation maintenance management from [San Jose State University](/org/san-jose-state-university).
