Michelle Cooper

Michelle Cooper currently serves as the Associate Assistant Deputy Minister for International Trade at Global Affairs Canada, a position held since April 2025. Previously, Michelle was the Director General of the International Affairs Branch at Agriculture and Agri-Food Canada from February 2022 to April 2025. Prior experience at Global Affairs Canada includes roles as Executive Director and Director in the International Economic Policy sector. Michelle also held positions at the Canadian Mission to the European Union, overseeing agriculture, fisheries, and environmental matters, and at Foreign Affairs and International Trade Canada, focusing on services trade policy and trade negotiations. Michelle's educational background includes a Bachelor of Arts (BA) Honours in Economics from McGill University and multiple Master's degrees in Economics from The University of British Columbia.
