David Stacy

Government Affairs Director at Human Rights Campaign

David Stacy leads HRC’s federal policy team, including advocacy efforts on Capitol Hill and the executive branch. Prior to serving as Government Affairs Director, Stacy was HRC’s Deputy Legislative Director and Senior Public Policy Advocate.

Before joining HRC in November 2005, Stacy was a legislative assistant for then-Rep. Tammy Baldwin, D-Wis., for seven years. He worked on Judiciary Committee issues, including marriage and hate crimes; LGBTQ issues; telecommunications; defense; foreign policy; intellectual property; education; veterans; and homeland security. Stacy has extensive campaign experience including nearly all of Baldwin’s races, the 1996 Clinton-Gore campaign in Wisconsin and numerous state and local races. He was a founder of Fair Wisconsin, the statewide LGBTQ civil rights group, and served two terms as president of the United Council of University of Wisconsin Students, the statewide student association for the UW system.
