Caroline Whalen

Caroline Whalen has extensive experience in public service, currently serving as the County Administrative Officer and Director of Executive Services for King County since March 2010. In the role of County Administrative Officer, Caroline advises on administrative implications of policy decisions, manages Risk Management Services and Emergency Management, and supports the King County Board of Ethics. As Director of Executive Services, oversight includes divisions such as Records and Licensing Services, Finance and Business Operations, King County International Airport, Facilities Management, Fleet Management Services, and an ERP competency center. Caroline retired from this executive leadership position in September 2023 and is currently semi-retired. Caroline holds a Bachelor's degree in American Studies from Goucher College.
