Jim Carter

Jim Carter, JD, AICP CEP, is a seasoned professional in community and environmental planning with extensive experience across various roles. Currently serving as a Senior Planner at Logan Simpson Design since April 2006, Jim focuses on community planning and facilitation projects, including significant updates to land management codes and strategic plans. Prior to this, Jim was a Principal at Bear West Company from November 1998 to March 2006, managing various environmental planning projects, including Resource Management Plans for the Bureau of Reclamation. Jim also held notable positions such as Director of the Utah Division of Oil, Gas and Mining and City Attorney for Park City Municipal Corporation, where land use and preservation were primary responsibilities. With a strong legal background in natural resources law gained through positions as Principal and Associate Attorney in earlier roles, Jim holds a Juris Doctor from the University of Utah College of Law and advanced degrees in geology.
