Ophelia Basgal

Trustee at Mills College

Ophelia Basgal is currently a Trustee at Mills College. Prior to that, they were with InclusionINC, University of California's College of Environmental Design, Terner Center for Housing Innovation, and The San Francisco Foundation. From May 2010 to April 2016, they were with the US Department of Housing and Urban Development as their Regional Administrator for the Western Region. In this role, they led a team of approximately 650 employees in five field offices across Arizona, California, Hawaii, Nevada, and the Territory of Guam, Commonwealth of the Northern Mariana Islands and American Samoa. Ophelia was responsible for the effective delivery of HUD’s programs and services to customers within the Region and managing the field offices and key operational and administrative functions. Additionally, they advocated for and supported the President’s management agenda and departmental goals and policies.

Ophelia Basgal has a Masters of Social Welfare from the University of California, Berkeley and a BA in Social Welfare Administration from Arizona State University.
