Pat Toscano has extensive experience in public safety and law enforcement, currently serving as a Red Light Camera Enforcement Hearing Officer for the City of Council Bluffs since July 2017. Toscano is also an instructor for the National Safety Council in Nebraska, focusing on defensive driving to facilitate traffic ticket dismissal. In addition to these roles, Toscano has been an independent public safety upfitter since 1998, specializing in the installation of crucial equipment in fleet and public safety vehicles. Toscano's law enforcement career includes serving as a sergeant with the Council Bluffs Police Department for 26 years and working as a police officer for both the Fremont and Hastings Police Departments. Toscano holds law enforcement officer certifications from the Nebraska and Iowa Law Enforcement Academies and also attended Iowa Western Community College.

The National Safety Council, Nebraska (NSCN) began in 1924 as the Omaha Safety Council, founded by a group of businessmen who concluded that 75% of workplace accidents could be prevented. Today, NSCN is led by a volunteer board of directors and a staff comprised of highly trained industry leaders and expert instructors.
