About

Mrs. Harvey has worked in child welfare for over 22 years, most recently as the Child Welfare Division Director for Child and Family Charities in Lansing. Her background also includes 15 years with the Michigan Department of Health & Human Services (MDHHS). LaToya has leadership experience in foster care, Child Protective Services, adoption, government payments assistance, in-home prevention services and residential services.


In 2018, LaToya facilitated the presentation “Wayne Together Collaborative: Risks, Rewards & Lessons of High Impact Child Welfare Education and Training Practices” in partnership with the Wayne State University Social Work Department, at the National Child Welfare Workforce Initiative conference in Chicago, IL. LaToya received the MDHHS Good Government Award for Leadership in recognition of collaborative work between the Wayne State University Social Work Department and MDHHS for child welfare interns. In 2019, LaToya became a member of the Eastern Michigan University Social Work Alumni Association and serves as the President of that Association. In 2020, LaToya was the keynote speaker for EMU’s MSW commencement celebration.


LaToya received her Bachelor of Arts degree in Psychology from the University of Wisconsin-LaCrosse in LaCrosse, WI and her Masters of Social Work from Eastern Michigan University in Ypsilanti, MI. LaToya has been married to her husband Robert for 19 years. They share three sons, Kyle (18), Cameron (12) and Carson (8). She enjoys traveling, scrapbooking, reading and shopping.
