Kathleen McInerney is the Senior Advisor at Rappi. Kathleen was previously the Director, Head of International Government Relations, StubHub at eBay from January 2017 to December 2018. Hired to design and implement a comprehensive public affairs strategy for an acquisition company operating in 45+ countries and facing regulatory, judicial, and legislative action in nearly every key market, Kathleen liaised with eBay legal and core government relations team to coordinate activities and outreach. Kathleen also managed local teams, in-country consultants, and international consultancies regarding policy portfolios and proactive initiatives addressing policy challenges.

During their time at eBay, Kathleen led public policy and grassroots engagement in EMEA, Latin America, and APAC; defeated anti-business legislation in multiple markets, reaching dozens of legislators around the world—built a base of support at highest levels. Kathleen also presented the public affairs strategy and program of work to eBay CEO and leadership team. Kathleen collaborated with governments, local stakeholders, associations, third parties, media, and thought leaders to educate policymakers regarding the ticketing industry, Internet marketplaces, and related issues.

Additionally, they directed a multi-million-dollar proactive project to change public and policymakers’ perception of the industry internationally; coordinated work of all teams involved, including legal, public relations, and business unit. Kathleen conducted multiple surveys on a global scale to gather information on markets, consumer attitudes, and policymakers’ positions—used information to better influence policy outcomes.

Kathleen McInerney has a MA in International Peace and Conflict Resolution from American University and a BA in English Literature from the University of Colorado Boulder. Kathleen is also certified from The Language Center of Dublin in Teaching English as a Foreign Language.
