William R. Cullins III

Board Member, St. Mary’s County at SMECO

Bill Cullins represents St. Mary’s County on SMECO’s Board of Directors. Born and raised in St. Mary’s County, his family has owned and operated Mt. Chance Farm, a state designated Century Farm, for several generations. He is the president and part owner of Cullins Trucking, Inc. in Clements, and vice president and part owner of Wicomico Grain Elevator in Wicomico. He graduated from St. Mary’s Ryken High School.

Cullins is a current member of the St. Mary’s County Chamber of Commerce and Seventh District Optimist Club. He previously served as a longtime chairman of the St. Mary’s County Alcoholic Beverage Board, as well as a volunteer for the Seventh District Volunteer Fire Department. Since 2009, he has traveled internationally as a volunteer for Habitat for Humanity’s Global Village Program, building homes in Central and South America.

Cullins joined the SMECO Board of Directors in December 2010. He received the Credentialed Cooperative Director designation in 2012 and completed the Board Leadership Certificate from the National Rural Electric Cooperative Association in 2017. Cullins currently serves as chairman of the Personnel and Benefits Committee and is a member of the Capital Projects Committee.

SMECO

Southern Maryland Electric Cooperative was founded in 1937. Through the Rural Electrification Administration, the co-op received a loan of $165,000 to construct 175 miles of line to serve 600 customer-members. SMECO operated a generating plant at Popes Creek, Maryland, from 1938 to 1953. SMECO has had five general managers: 1938, Forrest Coakley; 1974, Walter H. Smith; 1989, I. Wayne Swann; 2003, Austin J. Slater, Jr.; and 2020, Sonja Cox. As of January 2020, SMECO served 165,000 customers and is one of the largest electric co-ops in the country. SMECO serves all of Charles and St. Mary's counties, the southern portion of Prince George's County, and all but the northeast portion of Calvert County.
