Director, Proposals & Contract Administration at Strategic Government Resources

Cindy Hall serves as a Director of Recruitment Services and has served in various roles in Executive Recruitment and Finance with SGR since 2008. She previously served as Environmental Services Manager, Fleet Manager, Public Works Operations Support Manager, and Public Works Operations Analyst for the City of Arlington, Texas. Prior to Arlington, she served as Administrative Services Director, Administrative Services Manager, and Environmental Manager for the City of Sugar Land, Texas. Prior to Sugar Land, she served as a Budget and Management Analyst for the City of San Antonio, Texas.

Cindy also has private sector experience and has served as an Executive Director for a nonprofit. She is a graduate of the American Public Works Association Emerging Leaders Program and the San Antonio Leadership Development Program.

Cindy holds a BS in Comparative Areas Studies from Duke University with an emphasis in Latin America and Western Europe, and a minor in Spanish. She holds a master’s degree in Public Administration from Texas A&M University with a concentration in Environment and Natural Resources.

Cindy has a pack of rescue dogs and has experience as a professional photographer, which she continues to pursue as a hobby. She enjoys hiking, reading, camping, kayaking, and traveling, particularly to far West Texas to hike in Big Bend National Park.
