Stephen Kirin

Stephen Kirin is vice president, enterprise operations. In this role, he leads operationalization, execution, and measurement of MITRE’s corporate strategy, objectives, and annual and long-term measures, corporate strategic initiatives, and mission critical programs.

In collaboration with the CEO and executive leadership team, Kirin directs, coordinates, and manages the planning and processes necessary to execute the full range of corporate strategic activities in alignment with the organization’s mission, vision, and strategy. He monitors, measures, and evaluates the efficacy of current enterprise functions and operations, ensuring the development and implementation of efficient operations and cost-effective processes and systems, while prioritizing and shaping enterprise business priorities to meet MITRE’s current and future needs.

Kirin joined MITRE in 2000 and has been instrumental across an array of positions during his tenure, including as director, Office of Strategy Management; director of Operations for the Center for National Security; special assistant to the Joint Improvised Explosive Device Defeat Organization (JIEDDO) director; department manager in MITRE’s Army program; analytic lead for a Defense Advanced Research Projects Agency (DARPA) project on command and control; and as member of a Defense Science Board Summer Study.

He is well-versed and experienced in leading large, multi-disciplinary teams in successful efforts such as the Congressionally mandated assessment of the Department of Veterans Affairs implementation of the Choice Act.

Prior to joining MITRE, Kirin served on active duty in the United States Army, retiring after 27 years of honorable service. He commanded operational units at the platoon, company, and battalion level and served as an operations officer at multiple levels from battalion to Corps. In his final tour, Kirin served as the Army’s senior military analyst, leading teams of experts in applying advanced operations research and simulation techniques to address the Army’s most pressing organizational and operational problems.

Kirin holds a bachelor’s degree in engineering from the U.S. Military Academy, master’s degrees in operations research and applied mathematics from Rensselaer Polytechnic Institute, and a master’s degree in national security and strategic studies from the U.S. Naval War College. He also completed a two-year fellowship with the RAND Corporation, studying public policy and strategic defense issues.
