Dr. Leroy Alloway

Dr. Leroy Alloway, AICP, ENV-SP, currently serves as the Chief of Staff at VIA Metropolitan Transit since February 2025. Prior to this role, Alloway was Vice President of Government Affairs at CapMetro and served in various capacities at VIA Metropolitan Transit, including Chief Government & External Affairs Officer and Director of Government and Community Relations. With experience in managing public engagement and community outreach, Alloway has a proven track record in fostering relationships with civic agencies and government officials. Previously, Alloway held roles that involved planning and public involvement management at the Alamo Area Metropolitan Planning Organization and business development at Analytic Focus. With a solid foundation in public administration, earned through a Doctorate from Capella University and a Master’s from The University of Texas at San Antonio, Alloway also contributed as a part-time instructor at Texas Lutheran University.
