Barbara B. Andersen

Barbara B. Andersen, Ph.D. has a diverse work experience spanning multiple roles and industries. Barbara B.'smost recent position is as the Senior Director of Human Capital Solutions at Washington Metropolitan Area Transit Authority (WMATA), where they lead critical People, Culture & Inclusion functions and drives employee engagement and talent strategies aligned with the business strategy. Prior to joining WMATA, they served as a Senior Manager of Human Capital Solutions at the same organization, overseeing large scale initiatives in talent management and performance management.

Before joining WMATA, Barbara worked as an Organizational Development Consultant at the Center for Human Capital Innovation/Naval Facilities Engineering Command (NAVFAC), providing advice and developing comprehensive frameworks for workforce development and professional growth. Barbara B. also worked as a Senior Human Capital Analyst at Apogee/United States Coast Guard (USCG), where they developed and implemented targeted solutions for workforce needs and performed workforce assessments and evaluations.

Earlier in their career, Barbara served as the Executive Director of the Polish American Congress, advising senior leadership on organizational effectiveness and acting as the main representative of the organization in Washington D.C. Barbara B. also worked as a Senior Organizational Development Consultant at the Organization of American States, developing and implementing strategies for improved human capital management and organizational effectiveness.

Additionally, Barbara has experience in research and program coordination. Barbara B. worked as a Research Associate and Program Coordinator at George Washington University, leading large-scale research projects, designing and delivering training modules, and overseeing program implementation and evaluation. Barbara B. also held a position as an Assistant Professor at the University of Bialystok.

Barbara B. Andersen, Ph.D. received a Master's Degree in Educational Psychology from the University of Warsaw in the years 1989 to 1994. Barbara B. pursued further education and completed their Doctor of Philosophy (Ph.D.) in Counseling, specifically in Human and Organizational Studies, from The George Washington University between 1999 and 2005.
