Dean Serna

Dean Serna is an experienced manager in infrastructure development with a current role at 3Red8, where responsibilities include negotiating access for public rights of way with state and local governments. Prior to this position, Dean served as the Utility Section Manager at the New Mexico Department of Transportation from January 2005 to May 2021. In that role, Dean established conditions for utility facility accommodations on public highways, ensured compliance with state and federal regulations, and focused on maximizing public safety and utility effectiveness within the state’s infrastructure.
