Sean Chao has a diverse work experience in various industries. Sean started their career in the United States Army Reserve as an All-Source Intelligence Officer and later as a Financial Management Specialist. Sean then transitioned into the corporate world, taking on roles such as President of Sales for Ciber Digita, Inc., Chief Strategy Officer for The LEVELGRID Group, and Chairman of the Advisory Board for Xceum Consulting.

In 2018, they became a Portfolio Director at ACFN - the ATM Service Provider, overseeing commercial business development and operations. Sean also co-founded Free Mobile America in 2022 and served as the Chief Operating Officer, focusing on providing cellular connectivity to underserved populations.

Sean Chao has a diverse education history. From 2023 to 2025, they attended the University of San Francisco and obtained a Master of Arts (MA) degree in Public Leadership. Prior to that, from 2022 to 2024, they pursued a Master of Science (MS) degree in Data Analytics from Fairfax University of America. From 2017 to 2023, Sean studied at the University of the District of Columbia David A. Clarke School of Law (UDC Law) and earned a Doctor of Law (JD) degree. In 2020 to 2022, they completed a Certificate of Accounting program at Liberty University.

Additionally, Sean holds a Master of Science (MS) degree in Strategic Intelligence from the National Intelligence University, which they earned from 2012 to 2016. Sean also attained a Master of Business Administration (MBA) degree in Project Management from the University of Arkansas Grantham from 2009 to 2011. Furthermore, Sean completed a Master of Public Administration (MPA) degree in Public Administration at The Ohio State University from 2008 to 2010.
