Charles Rose represents private and public colleges and universities, community colleges, K-12 school districts and private schools, corporations, education-related businesses, private equity firms, state government agencies and municipalities, foundations, and tribal nations.
He advises his clients on matters such as regulatory compliance and reform, education law and policy, corporate transactions, public-private partnerships, employment law, and labor-management relationships. Formerly, Charles served as the General Counsel for the US Department of Education from May 2009 to July 2011, a position nominated by President Obama and unanimously confirmed by the US Senate. As General Counsel, Charles was a senior official in the Obama Administration; advised the US Secretary of Education on all legal, regulatory, and policy matters; and was instrumental in the development and implementation of the Department’s signature education reform initiatives such as Race to the Top. Charles is active in community service and has taught law school courses on Labor Arbitration and Collective Bargaining at DePaul University College of Law as well as graduate-level education law courses at Northeastern Illinois University. He is a frequent speaker on education law and policy.
