Atomic Energy of Canada Limited (AECL) is a federal Crown corporation responsible for the long-term, contractual arrangement with Canadian National Energy Alliance (CNEA) for the management and operation of Canadian Nuclear Laboratories (CNL) under a Government-owned, Contractor-operated (GoCo) model. This follows the announcement by the Government of Canada in June 2015 of the selection of CNEA through a competitive procurement process. AECL works to monitor performance under the GoCo arrangement to meet Government objectives. 

Under the GoCo model, AECL leverages its facilities, assets and intellectual property by bringing to bear private-sector rigour in the operation of the nuclear laboratories through the contract with CNEA, and fulfils its core mandate to: deliver on Canada’s radioactive waste and decommissioning responsibilities, provide nuclear expertise to support federal responsibilities, and offer services to users of the nuclear laboratories on commercial terms.

Procurement and Contracts

The Research and Development Team at AECL focuses on advancing nuclear science and technology through innovative research and experimental projects. The team conducts specialized studies in radiobiology, nuclear fuel, mechanical engineering, safety assessments, and chemistry to support Canada's nuclear energy sector, ensuring the safe and efficient operation of nuclear laboratories and fulfillment of national radioactive waste management and decommissioning responsibilities.

Research and Development Team

The Design and Engineering team at AECL is responsible for developing detailed structural and civil design plans, ensuring the safety and integrity of nuclear facilities, and providing technical expertise in chemistry and health physics. The team supports decommissioning efforts through health surveys and risk assessments, while also leading projects in line with Government of Canada's nuclear waste management and decommissioning objectives. They collaborate to leverage AECL's assets and intellectual property, ensuring high standards of safety and efficiency in nuclear laboratory operations.

Design and Engineering

The Human Resources team at AECL is responsible for managing and supporting all HR-related functions within the organization. This includes recruitment and onboarding, employee relations, performance management, benefits administration, and compliance with labor laws. They ensure that the workforce is capable, motivated, and aligned with the company's strategic goals, particularly in the context of the specialized nuclear sector.

Engineering and Quality Assurance

The AECL Finance Team, comprising the VP Business Operations & Chief Financial Officer, a Financial Analyst, and an Accounting and Reporting Analyst, is responsible for managing the corporation's financial activities. Their primary tasks include budgeting, financial planning, financial reporting, and ensuring compliance with financial regulations. This team also monitors financial performance under the GoCo arrangement, enabling AECL to meet Government objectives while supporting the effective operation of Canadian Nuclear Laboratories.

Finance Team

The Leadership Team at AECL, consisting of the President and CEO, Vice President Science, Technology & Commercial Oversight, and VP Business Operations & Chief Financial Officer, is responsible for setting strategic direction, ensuring effective oversight of CNEA's management and operations of Canadian Nuclear Laboratories, and aligning activities with the Government's objectives. They provide high-level oversight on scientific, technological, commercial, and financial operations to ensure AECL can effectively fulfill its mandate.
