Jay Witherspoon

Jay Witherspoon is a seasoned professional in program management with extensive experience in leading large-scale water infrastructure projects both domestically and internationally. Currently serving as a Senior Program Director at AECOM since November 2021, Jay is responsible for comprehensive program delivery, schedule adherence, and financial management. Prior roles include Senior Program Manager at Jacobs, where oversight ranged from multi-million dollar projects to innovative program delivery strategies. With a career spanning over three decades, Jay has held significant positions at CH2M HILL, including Program Manager, International Technology Director, and Sustainability Director, contributing to global water resource management and sustainability initiatives. Academic credentials include a Master’s degree in Chemical Engineering from UC Santa Barbara and a Bachelor’s degree in Chemical Engineering from the University of Colorado Boulder.
