The Beach Estates Ltd. company was founded in 1960 as a private company and later became a government/municipal company, whose main goal is the development of the "City" area in the Manashia area, and in the 1980s the company became a fully municipally owned company.

At the beginning of 1997, the administration of the Tel Aviv-Yafo municipality decided to convert it into a company specializing in the management and operation of municipal parking lots in the Tel Aviv-Yafo area.

In the middle of 1999, the areas of activity and responsibilities of the company were expanded and the company became the main executive arm of the municipality for the implementation of traffic, parking and urban transportation plans.
The company gradually entered into additional activities in the field of project management and operation of central complexes in the city.
