Francis Ryan

Francis Ryan is the Chairman of the Board at Semper Finance, Inc. since August 1993, specializing in corporate restructuring and lean system implementations while also writing on activity-based costing and business marketing strategies. Active in the Order of Malta as a Knight since 2008, Francis has been an instructor for AICPA since 1991, receiving recognition as Outstanding Instructor since 2005. Additional roles include Board Member at the Lincoln Institute of Public Policy and a former State Representative for the 101st district in Pennsylvania from November 2016 to November 2022. Francis has held various leadership positions, including Senior Fellow at MACPA, member of the Board of Financial Administration for the Archdiocese of Baltimore, and Chair of the Audit Committee since May 2012. Francis also chaired the Board at Good Shepherd Services, concluding a 28-year tenure in 2016. Educational qualifications include an MBA in Finance from the University of Maryland and a BS in Economics from Mount St. Mary's University.
