Jay Cella

Jay Cella is a seasoned professional in proposal management with extensive experience spanning over two decades. Currently serving as a Senior Proposal Manager at AMERICAN SYSTEMS since July 2016, Jay has previously held key roles such as Director of Proposal Operations at Strategic Operational Solutions and Proposal Manager at L-3 National Security Solutions, where responsibilities included coordinating multi-departmental efforts for proposal development. Additional experience includes roles in customer support and technical analysis at various companies, as well as a solid foundation in technical support and account management. Jay holds a Bachelor of Science in Business Administration from Radford University, obtained in 1997.
