Joe Shacter serves as the Director of Program Management for the Chicago Hub Improvement Program at Amtrak, overseeing a $1 billion infrastructure initiative aimed at enhancing reliability and reducing travel times in the Midwest. Previously, as Senior Manager for State Corridors at Amtrak, Joe managed $86 million in annual agreements with various state transportation departments. Prior experience includes roles at the Illinois Department of Transportation, where Joe led significant transit and rail projects, and as an environmental consultant involved in the Electronic Waste Recycling Act. Joe’s early career encompasses leadership positions at the Peggy Notebaert Nature Museum and the Museum of Science & Industry, alongside analytical roles at United Airlines and reporting at KTHV-TV. Educational credentials include an MSJ in Broadcast Journalism and an MBA in Public and Transportation Management from Northwestern University, as well as a BBA from the University of Michigan.
