In accordance with the Texas Constitution, the Harris County Tax Assessor-Collector is elected by citizens of Harris County to assess and collect property taxes of the contracted entities within.

In addition, the Tax Assessor-Collector serves as chief deputy of the Texas Secretary of State and serves as the County's Voter Registrar.

The Tax Assessor-Collector also serves as Harris County's Vehicle Registrar and of Motor Vehicles to process vehicle registrations for county residents.
