Kimberly Citizen

Co-Founder & CEO at Applied Development

Kimberly has dedicated most of her career to serving the Federal government. She received numerous awards and citations during her service with the United States Army and her career as a federal contractor, including a National Citation from the Office of the Director of National Intelligence, and several Exemplary Performance Awards for other Department of Defense agencies.

With extensive experience in acquisition program management, project management, and product development, Kimberly has led the development of PMOs focusing on sustainable and repeatable processes that promote efficiency and increase return on investment. While maintaining focus on delivering programs on time and within budget, she effectively managed programs valued at over $650M.

Kimberly currently serves on the Board of Directors for Women Impacting Public Policy, a national nonpartisan organization advocating on behalf of women entrepreneurs—strengthening their impact on the nation’s public policy, creating economic opportunities, and forging alliances with other business organizations. She also serves on the Board of Trustees for the Chesapeake Shakespeare Company. Kimberly is a member of the Women President’s Organization (WPO), a premier membership organization for women presidents, CEOs, and managing directors of privately held multimillion-dollar companies.

After 16 years of working for large Consulting firms, Kimberly often felt disconnected from the company. More often than not, she felt as though she was just a number. Kimberly desired to change that for employees of government contractors. So in 2011, she co-founded Applied Development with Biffrey Braxton and has not looked back. At Applied Development, Kimberly focuses on leadership, strategy, and business development.
