Russ McElwee

Russ McElwee, PMP, is a seasoned professional with extensive experience in management and training across various sectors. Currently serving as the Conference Coordinator for Apprio Inc. since May 2019, McElwee specializes in the TGB3 Student Services Contract at the FEMA Center for Domestic Preparedness. As the Principal Owner of CaRus Consulting, established in March 2016, McElwee applies Program Management techniques to support stakeholders in homeland security, law enforcement, and incident command training initiatives. Previously, as Deputy Project Manager at Leidos from July 2009 to January 2016, McElwee oversaw a $72 million budget and ensured compliance with federal regulations. McElwee's career began at the Charlotte Mecklenburg Police Department, where a distinguished 28-year tenure culminated in the role of Police Captain. McElwee holds Bachelor's degrees in Accounting and Criminal Justice from the University of North Carolina at Charlotte and maintains a Program Management Professional certification from the Project Management Institute.
