Spencer Collins is a seasoned executive with extensive experience in the software and engineering sectors. Currently serving as the Chief Executive Officer of APSM since May 2001, Spencer focuses on providing software and services to the chemical industry, particularly in ammonia storage and usage. Previously, Spencer held the position of Chief Information Officer at Enterprise Systems Analytics from January 2002 to March 2023, specializing in software and consulting services across various industrial applications. Spencer's engineering foundation includes experience as a Project Engineer at Dean Webb & Associates, where responsibilities included structural analysis, and as a Project Engineer (EIT) at Hall Engineering, working on civil engineering projects. Academic qualifications include a degree in Information Systems with a focus on Web Application Planning & Development from the University of Phoenix and a degree in Civil/Environmental Engineering from Brigham Young University.

APSM

APSM started in the early 1990s as a consulting firm assisting companies with the OSHA, PSM, and EPA RMP regulations. We initially focused on the consulting and service side of PSM — PHA’s, audits, RMP submissions, offsite consequence analyses, and the development of hard copy documentation and training records for facilities across the country. After a few years of experience, we needed a better way to communicate with our clients — a better way to oversee the various elements, updates, and dynamic information needed to manage a successful compliance program. So we developed a custom PSM/RMP management software tool that does all of that, leading to a complete management system. APSM continues to advance the features of our software suite, which helps companies manage PSM and RMP regulations by sending reminders and notifications to keep operators and managers on top of the required elements of any PSM/RMP program. It does all this while fine-tuning their abilities and industry experience to perform PHA’s, audits, and technical studies. APSM has also worked closely on various projects with contractors throughout the country. We’ve become allies with many of the major organizations in the refrigeration, chemical, and power generation industries. APSM is a proud member of RETA, IIAR, and IARW.
