David Noe

David Noe, PMP, is a seasoned professional in project controls with extensive experience across various organizations. Currently serving as a Sr. Project Controls Engineer at CNSI since January 2024, David also holds multiple roles including Proposal Manager at NAVARRO Research & Engineering, Inc. since October 2018, and QC Specialist at APTIM, specifically for the Y12 Mercury Treatment Facility Construction Project. Additional positions include Sr. Project Controls Specialist at Mesa Associates, Inc. since February 2019, and Senior Project Control Specialist at Jacobs Engineering and Construction, LLC since April 2018. David has been with the Tennessee Valley Authority in a similar capacity since April 2016 and previously served in key project controls roles at Pro 2 Serve-Contractor, URS Corporation, Bechtel Power, and CH2M Hill.
