Debbie Harper

Debbie Harper is an experienced professional in the planning and economics sector, currently serving as a Director at Arup since January 2015. Prior to this role, Debbie held the position of Associate Director, leading the Planning and Economics Team in the North, where complex consenting applications for various medium-large projects were managed. From June 2013 to December 2014, Debbie was a Project Manager at Renewable Energy Systems Limited, overseeing green thermal solutions and stakeholder engagement. Previously, Debbie was the Planning & Policy Manager at ScottishPower Renewables from April 2000 to June 2013, where contributions were made to renewable development policy in the UK. Debbie began a career at ScottishPower as a Consents Manager, responsible for consultation strategies and managing consents for a range of energy projects. Debbie holds a Bachelor of Arts (Hons) in Town Planning from the University of Strathclyde.
