Ricky Carter is a recognized technical leader who currently leads the IP Address Transformation program at AT&T, developing strategies for monetizing IPv4 and migrating to IPv6. With a background as an OSP Design Engineer and experience as a Six Sigma Black Belt, Ricky has successfully led cross-functional teams to address complex business challenges and implemented process improvements. Previously, Ricky also managed program elements under the FirstNet contract and supported the Universal Services Platform initiatives. Ricky holds an M.B.A. from Nova Southeastern University and a B.S. in Biology from the University of Central Florida.
