David Richter has a diverse work experience that spans various industries. David currently holds the position of Executive Vice President and Chief Growth Officer at Atwell, LLC, where they lead mergers and acquisitions, strategic planning, and business development efforts. David is also responsible for providing executive leadership for the firm's Northeast region. Additionally, Richter is a member of the Board of Directors of Pernix Group, Inc., where they serve as Chairman of the Compensation Committee and is a member of several other committees. Prior to their current roles, Richter founded and led Richter Capital LLC, a multi-strategy asset management firm, and ran as the Republican Nominee for New Jersey's Third Congressional District in the U.S. House of Representatives. Earlier in their career, they held various leadership positions at Hill International, Inc., including Chief Executive Officer and President. David also co-founded Tickets.com and served as their Vice President and General Counsel. Richter started their career as an Associate in the Corporate Department at Weil, Gotshal & Manges LLP.

David is currently a Doctor of Engineering Science (Eng.Sc.D.) candidate in Civil Engineering at Columbia University's Fu Foundation School of Engineering and Applied Science, from 2021 to 2025.
In 2018 to 2019, they pursued a Master in Public Administration (M.P.A.) in American Politics and Government from Harvard University's John F. Kennedy School of Government.
From 2013 to 2015, David Richter obtained a Master of Science (M.Sc.) in Major Program Management from the Saïd Business School at the University of Oxford.
In 2008, they completed a certificate in Leading Professional Service Firms from Harvard Business School at Harvard University.
David Richter earned a Juris Doctor (J.D.) from the Law School at the University of Pennsylvania, where they studied from 1989 to 1992.
David also holds a Bachelor of Science in Engineering (B.S.E.) in Civil Engineering and a Bachelor of Science (B.S.) in Management from the University of Pennsylvania's School of Engineering and Applied Science and The Wharton School of Business, respectively. David completed these degree programs from 1983 to 1988.
