Tom Carr is a seasoned economist with extensive experience in regulatory and competition issues across various sectors. Currently serving as Head of Regulation and Senior Economist at BBC since January 2018, Tom provides economic advice and ensures compliance with Ofcom’s regulatory requirements. Prior to this, Tom held positions at the Civil Aviation Authority from October 2011 to January 2018, focusing on economic regulation and competition related to airports and airspace policy. Previous roles include Associate Economist at PostComm and Assistant Economist at the Department for Work and Pensions, along with volunteer experience at One World Action. Tom Carr holds a Master of Science in Economic Management and Policy from the University of Strathclyde and a Bachelor's degree in Economics from the University of Hertfordshire.
