Bearfish Strategic Services is a research and strategy firm specialising in the design of behavioural systems that reduce risk in complex environments.

Many of today’s most serious challenges — from road safety and public health to infrastructure use and organisational risk — are driven by human behaviour within complex systems. Traditional responses often rely heavily on awareness campaigns or regulation. While these can help, experience shows that behaviour rarely changes through communication alone.

Human behaviour is shaped by the broader systems in which it occurs, including infrastructure design, enforcement patterns, institutional coordination, incentives and social norms. Bearfish focuses on understanding these systems and identifying how they can be redesigned to produce safer outcomes.

Our work combines insights from behavioural science, systems thinking, spatial analysis and operational strategy. This interdisciplinary approach allows us to move beyond isolated interventions toward integrated, system-level solutions.

Bearfish has contributed to initiatives aimed at improving safety and resilience in complex environments, including programmes focused on mobility safety, behavioural risk reduction and community-level intervention strategies. Our work has included behavioural research, strategic programme design, spatial risk analysis and coordination of multi-agency interventions.

The Bearfish approach emphasises understanding the system that produces behaviour, designing coordinated interventions across multiple levers, and measuring real-world outcomes.
