The firm is a New York State certified Women Owned Business Enterprise (WBE) and NYS Department of Transportation Disadvantaged Business Enterprise (DBE). Founded in 1994 by the firm’s principal partners Cynthia A. Behan, RLA and John J. Behan, AICP, the firm’s professionals are dedicated to building strong client partnerships.
