Mark Baxter

Mark Baxter is a seasoned education policy professional with extensive experience in various leadership roles. Currently serving as a Partner at Bellwether since February 2025, Mark previously held positions as Vice President and Senior Program Director at Rodel from July 2020 to January 2025. Mark’s career includes significant contributions as Program Officer for US K-12 Programs at the Michael & Susan Dell Foundation and multiple leadership roles at the Texas Education Agency between February 2013 and April 2018. Early in the career, Mark gained valuable insights as an Associate Program Officer at Educate Texas and as a Graduate Research Assistant at the Charles A Dana Center-UT-Austin. Mark's foundational experience in public service includes serving as a Legislative Assistant in the U.S. House of Representatives. Mark holds a Master of Public Affairs from The LBJ School of Public Affairs and a Bachelor of Arts in History and American Studies from the University of Maryland.
