Kaspars Tolstiks

Kaspars Tolstiks is the Head of Regulatory Affairs and Spectrum Management at Bite Latvija since 2025, where they apply their extensive expertise in wireless network RF planning and frequency management. They previously served as CEO and board member at Unistars from 2017 to 2025 and held various consulting roles from 2007 to 2015. In earlier positions, they were the Head of the Frequency Management Department at the Electronic Communications Office and worked as a consultant for multiple international teams. Kaspars holds a degree in Electrical Engineering from Riga Technical University and a technician qualification in Telecommunications from Riga Technical College.
