Biyard is an impact startup transforming how citizens, governments, and organizations make decisions in the digital era. We believe in the power of decentralized technologies—blockchain, AI, and cryptography—to restore trust and empower collective action.

Our flagship service, RATEL, is the world’s first purpose-driven, participation-based governance platform. Designed to replace distrust with verifiable consensus, RATEL uses DID (Decentralized ID), ZKP (Zero-Knowledge Proofs), and smart contract automation to connect voices to real-world impact. From legislation and ESG initiatives to fundraising and community governance, RATEL turns participation into action.

We are:

Building the civic stack for the Web3 era, trusted by governments, institutions, and global partners.

Scaling across borders, starting from Korea’s National Assembly to global civic markets across Africa, Southeast Asia, and beyond.

Backed by major R&D programs and public-private partnerships, including support from the Ministry of Science and ICT, the Internet Computer Protocol (ICP) mainnet, and various local governments.

We believe that democracy needs new infrastructure—and we’re building it.
