Michael Phelps, PE, ENV SP, is currently the Director of State and Local Government Clients at Black & Veatch. They have held the position since 2022, having previously served as a Practice Leader at Golder from 2020 to 2022 and as a Service Line Leader at Wood from 2011 to 2020. Additionally, they were the Past President of the Florida Section ASCE from 2007 to 2008 and President of Moduss Engineering from 2005 to 2011. Michael holds a Bachelor of Science in Civil Engineering and a Master’s in Water Resources Engineering, both from the University of Central Florida.
