Blue Pulse Foundation is a policy advocacy and not-for-profit organisation working to secure water for urban India.

India is urbanising at an unprecedented pace, and our cities face a profound water security challenge. Taps are running dry, aquifers are depleting, and climate change is making extreme weather the new normal. For too long, these challenges have been addressed in silos — a technology deployed without regard for community behaviour, a policy drafted without economic grounding, governance divorced from ecology. The result is incremental progress against a systemic problem.
We believe water security is economic security. And we believe it cannot be achieved by looking at water alone — it requires looking at the entire system that moves it.

Our mission is to secure water for urban India by converging six domains: policy, governance, economics, technology, public health, and community participation. We anchor this work in three pillars:
→ Systems Thinking — mapping the whole ecosystem, from catchment to consumer and back to the environment.
→ Convergence of Expertise — bringing policymakers, economists, technologists, public health experts, and behavioural scientists to one table.
→ Alliances & Partnerships — building enduring coalitions across government, industry, academia, civil society, and communities.

We define urban water security across four principles: access, equity, quality, and climate resilience.

Our vision is an India where every citizen enjoys equitable access to safe and affordable water, enabled by resilient systems and mindful urban communities.

If you are a policymaker, funder, researcher, practitioner, or community organiser working on urban water, we would welcome a conversation.
