Flora Chang currently serves as the Managing Director of Implementation at Bridgewater Consulting Group, Inc., since April 2022. Previously, Flora held various roles at the Los Angeles Department of Water and Power from January 2010 to December 2020, including Assistant General Manager overseeing multiple IT divisions and major platforms such as Oracle Customer Care & Billing and Meter Data Management. Prior to that, Flora was the Director of Systems at the Los Angeles Department of Recreation and Parks, where a Citywide Park Inventory System was implemented, and also at the Los Angeles Department of General Services, managing the Citywide Peoplesoft ERP implementation. Flora holds a Bachelor of Science degree in Chemical Engineering from the University of Southern California.
