Jerry Boer

VP, Quality Records Management at Brillient

Mr. Gerald “Jerry” Boer is Vice President of Quality Records Management and the Program Manager for the DHS/USCIS Records Operations Support Services (ROSS) contract at Brillient. He currently oversees all ROSS activities at the National Records Center and File Storage Facility for Brillient and manages a team of more than 200 employees and subcontractors. He has also supported the creation of multiple technical proposals for government opportunities. Jerry brings more than 30 years of experience in strategic planning, initiating growth, organizational leadership and lean manufacturing management to his role at Brillient. He has obtained a certification in Federal Records Management from the National Archives and Records Administration (NARA).

Jerry has previously served as Vice President of Operations for The Sound Room and held management positions at manufacturing companies such as Summit Polymers, Inc. and Zenith Electronics, Inc. Jerry is an expert at building lasting client relationships and has a deep knowledge in General Manufacturing Principles (GMP) and many regulatory standards.

Jerry earned a Bachelor’s degree in Economics and Master’s degree in Human Resources Management from Washington University in St. Louis.
