Viktor Dovhan is a transport infrastructure consultant who has been self-employed as President since 2019. Prior to this role, Viktor served as Deputy Minister at the Ministry of Infrastructure of Ukraine from 2016 to 2019 and held various legal positions, including Managing Partner at Dovhan and Partners Law Office and Legal Counsel at multiple firms. Viktor also has an academic background, having worked as a lecturing professor at the National University of Kyiv-Mohyla Academy from 2006 to 2010. Viktor earned a PhD in International Law from Taras Shevchenko National University of Kyiv and holds an LLM in European Law from The University of Bonn. Currently, Viktor is the Regional Director for Budimex in Ukraine.
