Burnham Development bridges developer vision with regulatory reality to execute real estate projects across Southern California.
Operating at the intersection of private-sector development and complex municipal policy, we function as both a ground-up developer and a strategic land-use consulting firm. We run a dual-track model designed to completely de-risk the front end of the development lifecycle:

1. Ground-Up Development
We actively acquire sites and sponsor our own pipeline of residential developments, with a heavy focus on missing-middle, ground-up, for-sale townhome projects. Because we manage the regulatory and site optimization puzzle in-house, we underwrite our acquisitions based on reality at the planning counter, maximizing yield before capital is ever deployed.

2. Advisory, Entitlements & Fee Development
We provide technical insight, agency shepherding, and end-to-end project management for property owners, developers, and architects. Beyond strategic due diligence, CEQA compliance, and municipal approvals, we act as your fee developer; assembling and managing the full project team on your behalf. Let us be your developer; everything we do for ourselves, we’ll do for you.

3. The Burnham Advantage
State and local streamlining laws (SHRA, SB 9, AHIP/CHIP) have changed the rules of real estate development, but they haven't standardized the local municipal process. Founded by a former City Planning Administrator, our firm brings unmatched institutional knowledge to the table. We leverage that insight to simplify the path to approval.

From initial due diligence to final project execution, we manage the bureaucracy so our partners and clients can break ground faster. Reach out to us!
